Advice needed for my Dad's Insomnia

So my Dad has a long term Insomnia condition, which was made worse after his Heart attack and Stroke 5 years ago, he did have a triple heart bypass.
At the time he was prescribed 28 Nitrazepam tablets per month, suited him perfectly and helped him sleep, never ran out of the tablets in the month either, then he changed GP Surgery about a year ago and it's all been down hill since then.
The new GP cut his tablets down to 14 per month, which may seem reasonable but for the fact that the GP is simply not helping him wit alternatives to tackle his Insomnia, apart from the usual relaxation etc before bed which he tries and not drinking to much, which he doesn't but if anything the lack of sleep is encouraging him to drink.
Today i had to take him to the Doctors for a ECG as he was very weak, out of breath and in pain, the ECG came back ok thankfully so he was sent home, but the main issue causing these problems is his Insomnia but the GP simply will not help and i am at a loss as to what to do now, ideally he needs to be back on his 28 a month instead of 14 while they tackle the issue properly but they simply won't budge on that
Any advice would be great full
