Ankle/foot issues after 4 months and seeming "healed"

In may I went scuba diving, and tripped on my flipper as a wave broke on me resulting in my foot being pushed all the way down (toes down) and then immediately pushed all the way up ( toes straight up). I also got a pretty deep gouge out of the front of my ankle while in the ocean, (they cleaned it and gave me a tetanus shot but it ended up taking almost a month to finally close) I went to an urgent care and they gave me a splint and told me to consult a doctor when I got home ( was on vacation ) I went to a foot and ankle specialist who took x rays, nothing broken, and boot me on crutches for a week and in a boot for a month. After all of this my foot and ankle was fine, no pain no swelling. About 2 weeks ago out of no where (no high heels, nothing different than what I've been doing since it healed) I started feeling a light throb on the top of my foot towards the outside, then came swelling and bruising, after it continued to get worse I went back to the foot doctor and he did more x rays, nothing broken, and he had me taking prednisone for a week, during this time everything got worse. The pain is now on the top outer part of my foot, my heel, my ankle, and going up my shin, I do have some numbness, but no pins and needles (if you touch my foot when I'm not paying attention I will either barely feel it or not notice at all) the bruising has also spread across 60% of my foot and up all over the outside of my ankle. Any insight on what is happening to me??

Ankles/feet can be perplexing things after injuries. Pain and discomfort have been known to rear their heads later, with no clear cause and effect evident.
Be prepared to be a detective. Your x-rays ruled out fractures, so the culprit is likely soft tissue injury/irritation. There's a lot of connective tissues wrapped and tucked in and around the foot and ankle. The problem could be anywhere.
It's been bothering you for 2 weeks-- if it goes on much longer without improvement I'd suggest seeing your foot and ankle specialist again. If indicated, they can run diagnostics like MRI or ultrasound which can help reveal soft tissue problems.
Meanwhile, be patient and understanding with your ankle. If you need to, you could drag that ole air boot out of the closet and wear it when pain is just too much. And rest it as much as you can.
