Any Orthopedic Doc recommendations in Ohio/PA for injury missed on MRI?

Does anyone in the state of Ohio (Northeast) or PA (western) have a good recommendation for an orthopedic doctor that specializes in knee injury and also performs in-office out-patient diagnostic arthroscopy (without surgery, just to look inside)? In particular if an MRI was taken and is not showing a tear despite a tear or other injury being suspected based on symptoms and how it happened?

If so please tell me your experience. I also would like to hear from anyone who has had to get second opinions (or more) before finding someone (regardless of location you're in) who finally found the knee injury and got it taken care of.
