anyone help with my symptoms?

i first went to my doctors in 2017 as advised by my wife who couldn't handle my snoring any longer and also pauses in breathing where she would shake me to make sure i started breathing again during sleep, i was referred to a sleep clinic but nothing came of it after filling out a question questionnaire as i dont fall asleep while in mid conversation and im not overweight im 10.5 stone etc.
2 years later and my sleep problems has got worse, now i'am feeling the effects during my sleep, jumping up trying to catch my breath, sleeping but aware of everything going on around me, fatigued and depressed the next day, also my brain feels fuzzy, almost like a headache and had palpitations that lasted days and the worst i've ever experienced but i put that down to sleep deprivation.
i've also started getting bad skin conditions around the face, under the eyes and around the nose... red and burning, which then goes onto become flaky, itchy and burning... doctor said this was Periorificial dermatitis but the cream they gave me never worked for me.
now with experience of all these symptoms i'm considering they might all be related and have read up a thing called "Allergic rhinitis" can cause Sleep disorders, Fatigue and skin conditions.
My doctor has gave me "promethazine" to try, i'm an anxious person taking medication, i hate it if i'm being honest... does anyone know what might be my issue as at this stage im just ruling things out and has anyone had any experience with this medication?

In the first instance I would search for a very good sleep doctor and not a good clinic. Some doctors are not aligned with a particular clinic, so would not be on their staff.
Go for someone >60 years of age as such a person would have a lot of experience.
BTW when you wrote that "as i dont fall asleep while in mid conversation and im not overweight im 10.5 stone etc. " the clinic is ruling out narcolepsy/cataplexy and sleep apnea. Not a great diagnosis IMHO as it does make clear what you have going on. A good sleep specialist will/should get you to do a day/night sleep study which will reveal your sleep deficits if any. Your skin problems may or may not be related.
By all means don't waste time, go see a dermatologist to treat the skin problems. You don't have to solve one pr oblem before the other.
