Are these fordyce spots or warts?

About two months ago, I noticed a raised bump on my penis. I hadn't been sexually active in over a year and I have just shaven.

I went to a free clinic and the nurse said it looked like fordyce spots. Got tested and everything was negative. Also the bumps have not grown in size.

I recently shaved again and I think I found more. I am looking for a second opinion because I am worried its warts. Thank you for your help!
