Are these genital warts?

About 2 weeks after having sex with a woman, where the condom broke, I noticed these bumps.  They're barely visible, unless you stretch the skin out, but they definitely have a bumpy texture.  No pain, itching or discharge.  I've applied white vinegar to the area a couple times but didn't notice any color change.  I showed them to my GP and he said they were normal.  Although, he didn't do much more than just glance at them.  It's been about 3 months since I first noticed them and showed them to my GP.  Maybe a slight increase in size but nothing significant, probably more from poking an prodding.  They don't look like your textbook warts and are rather small.  Could they be skin tags, papules, etc?  As you can see from the first picture, where I'm not stretching the skin, you can barely notice them, as the whole area is pretty wrinkly.  Any insight would be much appreciated.

    They look more like papules to me, but are not text book either. I would confirm with a dermatologist. A GP would probably not be the right person to diagnose more complex skin conditions, so I would really get a second opinion (and you could ask about treatment options too).

      Thanks for the response Steven. My gp did give me a referral for a dermatologist, but they don't answer their phone or return messages! I've left them messages 3 different times.

      I've also made Saturday appointments at my local planned parenthood, but they've cancelled on me every time due to lack of staff on the weekends. However, that's not your problem. I just want an answer, so I can figure out how to move forward. Thanks again!

    any word from derm ? have something similar went to primary care and was told its normal. went to see derm also said the same so I was curious. I am in no way shape or form diaging you. however I'm curious the out come and what answers you got.

    I have the exact same thing and even some very tiny bumps in the folded areas of skin under my glans. I sent multiple pics to two different dermatologist and both said it did not look HPV related. More than likely they are small skin tags or just normal loose skin that can do that in that area of the penis. I've been stressing out about it for quite a while but between the dermatologist visual assessments via photos and looking at images of genital warts online I feel much better that it is not what it is. I think you are good and don't have anything to worry about.

    they could be HPV, warts like to grow in clusters and have a rough colliflower texture like in picutre 2, but then again they could just be PPP growths a little further down the foreskin, ive been having a simular issue with spots on my penis if you look at my posts. but dont hold your breath with getting anywhere quickly with demos and skin specialists. im beyond frustrated.

    Hello there! I have almost exactly the same bumps, I went to the gp and they shrugged them off so I went to planned Parenthood (literally their job is to be a sex doctor) and they said that it looks completely fine (probably from being circumcised). Of course being anxious and all that didn't quite answer my question of "what the hell is this thing?!" so after some googling I realized it was most likely Traumatic neuroma of the penis which seems like its harmless

    any word from your doctor? i have the exact same thing and have seen two dermatologists, which both say it is nothing to worry about . please update us if you can

    hello Mr. I have had sex with woman but 10 yrs before, jus then I got the same thing as your pic depicts with no pain or itch and with the constant size since then.

    hey man i got the same thing been super scared i also got checked and the dr said It was nothing the first visit so I got a second doctor to check it out and showed him pictures rather than the actual penis and assumed it was HPV but never tested me for it so they gave me cream but now that I’m looking online at yours it looks kind of the same but mine has a smelly fish smell to mine. what about you? i too was having sex with one woman, unprotected though and had this come up weeks later
