Are these Genital Warts???

A few months ago I had what the doctor thought was scabies (over the phone appointment) I got Lyclear cream from the pharmacy and after a while the intense itching at night and these red bumps on my penis disappeared. Now these red bumps have re-appeared along with one on my groin. But no itching other than one of them on my testicle, and even that is very mild.

I called a sexual health clinic and they were confused with what it could be, either scabies again or potentially genital warts. Has anyone had bumps like these before? It's really starting to effect my mental health seeing that I can't get these looked at.

I've tested NEGATIVE for gonorrhoea, chlamydia, syphilis and HIV.

    They do not look like warts to me.
