Are these genital warts/ingrown hairs/skin tags?

I had unprotected sex with someone around 8 months ago. I noticed these bumps on my outer vagina (see image) but couldn't tell you when they first appeared. There are no others other than the ones in the image. After I did this, I took a home NHS STI kit which was a blood test, saliva swab and vaginal swab. Everything came back negative. They don't itch and I can't feel them! image

    with genital warts they will usually appear in your anus too? and in my opinion they are usually white in colour. This looks more like an ingrowing hair to me.
