Are these glands or warts? Went to 2 doctors both of them say something different

Recently I discovered some bumps on my Penis in the area of the frenulum.

Years ago I had a 2 warts around my shaft which disappeared on their own.

They looked different than those bumps on my frenulum.

One Doc said these are glands ( he said something specific which i forgot) the other one said its genitalwarts ( he wants to wait with a treatment because my body healed them once)

In a different angle it also looks like scarring from circumcision
