Autoimmune disorder - Subacute cutaneous lupus

Diagnosed last year.  On plaquenil 400 mg/daily.  Problem is constant stiff toes that get worse with exercise.  I don't necessarily feel it if I am walking, but when I'm in bed or when I'm sitting in a chair and try to flex my toes, they become stiffer.  I notice stress makes the condition worse.  Super rheumatoid specialist and regular rhemy both say "it's not lupus" but they can't tell me what it is.  Anyone else experience this?
