Are you currently regularly sexually active and not using protection?
Do you actually have Psoriasis on your penis or it it showing elsewhere on your body?
I think the only thing you can try is to NOT apply anything at all to your penis for 3 to 6 months and see what happens
Are you currently seeing a Dermatologist?

have lived with psoriasis for years. It will flare up in this area if I do not put hydro Cortizone cream.

If a dermatologist prescribed cream you are using did they explain to you the need to use it on an ongoing basis to control and manage the Psoriasis?

yea but he redness seems to be caused by the steroid cream or zinc. its like im damned if i do and damned if i dont

This is why you need to see a Dermatologist - CORRECT medication should not be part of the problem, it is intended to alleviate and manage the ongoing condition you have in the best way possible.
The mix of what you are currently using is clearly not right - if you are using a steroid it can ONLY be effective if it is used correctly, but the fundamental is it needs to be of the appropriate strength and type to deal with the problematic skin as it CURRENTLY is - ONLY a Dermatologist can work with you to find the right medications to control this and currently what you are using is NOT right!

the dermatologist said HydroCortizone only. which is what i tried but it didnt work well enough. the zinc i decided to add myself and it does work but the redness was something new.

What is it that you are trying to achieve: reading what you say, you state you have psoriasis and the dermatologist said HydroCortizone ONLY so you then add zinc.
You understand the chemical makeup of the zinc and know for certain this will have a beneficial impact on your psoriasis?
Most steroid based treatments ONLY fail to achieve a desired outcome either because they were not of the correct strength, were not applied correctly or were not given sufficient time to have a beneficial impact.
Either way, the ONLY person that understands the impact of psoriasis on the genitals and how to deal with it is a dermatologist - I would suggest you work in an ongoing basis with the dermatologist until you have the outcome that you want
