i have had red marks and pain in my penis for a while now and occasionaly a white substance appears around the foreskin but some times my penis is dry and skin just peels off , i also have just developed some line looking marks on the head please help anyone

It seems like you have a build up of smegma under the foreskin.
Washing under the foreskin regularly should help.
The line-markings on your glans (penis-head) may be normal, but pictures would help.
