Balantisis or something else?? Please help

Im a 30 yr old male not sexually active in the past 80+ days. Tested negative 1 1/2 months ago for (Gonorrhea, Chlamydia, Hep B+C, HIV 1-2 4th gen, Syphilis and HSV 1-2). Yesterday morning I awoke for work and saw many teeny tiny red bumps on my penis head glans. There was a slight itch night before while trying to sleep. This next morning the bumps are pretty much all gone (slight visibility looking real close and knowing they were just there). What could these bumps be? I cant find any pictures that resemble the same. Also had similar small bumps around my eyes for 6 days now but have been getting better. The eye situation occured when i took an espon salt bath and when i got out my eyes were red, Irritated and watery all night. The next morning there were small bumps all around my eyelid, eye. Now skin colored. If any one could help give insight please help. My anxietys sky high!! trying to upload pics but files too big.. Thank all for replying
