I have these weird bumps spread out across both sides of my penis they do not hurt or itch or even tingle I don't know what's going on they popped up a few weeks ago and they get really dry and sometimes they even feel like they are not even there by touch ... I need help

I think those are probably just Fordyce spots, but there's a chance they could be warts (especially if they've appeared recently), so I'd get them checked out. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.

Probably just Fordyce spots then, especially if you've had them since before you were sexually active. They're very common, but more prominent in some people than others. There are medical treatments available, but it would count as cosmetic treatment. Different soap or underwear may help in some cases.
