They are blocked and infected sebaceous glands exactly the same as others i can see on your cheek. Dont pick and squeeze them. you will only spread the infection and cause scarring.        try to use an exfoliating wash for your face, a couple of days per week. Dont overdo it as you can end up with a sore face.   Try not to touch your face at all except when washing. If you can find a face cream with Vitamin A or Retinol in,use it sparingly at night.   If they get a lot worse you may need antibiotics but try a good washing habit first.

I wonder if you smoke? This can make them worse.

I am not a medical expert, but from whatever I have observed, Lips seem to be an unlikely spot for black-heads to appear. Please see a good dermatologist, s/he will help you.

Blackheads are small black or dark bumps, dots or spots that can appear in various parts of your body including the area around your lips, on your nose, arms, and so on. They are prevalent in oily areas that has hair follicles and they hey are a direct result of clogged pores.

Medicalnewstoday.com states further that, “blackheads are a specific kind of dark acne lesion, so-called because they contain oxidized melanin, the pigment made by skin cells called melanocytes.”
