I have a bump on my penis at first when I looked close it looked like a scar healing no itching or burning but then I started to get something similar on my arms and thigh any ideas

I'm not sure if those are anything serious, but I'd get them checked out if I were you. If you could let us know what a doctor says, it would be appreciated. How long have you had them?
