Bumps on genitals, feels like tiny hard beads *Please help*

I've had these lumps for awhile now and was tested a few months ago for a few STD's (i cant remember but it was for an inflammatory disease) and they all came back negative.

I never thought to mention these bumps as sometimes they will pop and its basically like a pimple or ingrown hair. It all comes out of the top or head of the bump and its white, not yellow or clear. These ones are a lot more bead like, and haven't done anything in awhile. These lumps are just on my ballsack area, not my shaft area.

I have that scar there from the itching i do once per day at the end of the day when i get into bed, and i scratch it on accident always and it disrupts the healing process everytime lately the scab has been extremely dry. Ive had that for almost half a year now and it came from scratching too hard with a nail i believe.

It looks like i opened one up and its scabbing, most likely from me over agitating with my nails in the shower (when i itch my balls a lot).

I use petroleum jelly sometimes to masterbate and i know that can leave a film on my genitals if not cleaned properly, and i use lotion a lot too. I masterbate frequently, so maybe there could be a bacterial infection with me shaving and these bumps are long term results? Please help any info would be nice before a Dr. visit
