These are sebaceous (oil) glands on the surface of the galns penis. They can become more apparent if the area has been irritated (i.e. as a reaction to infection, rubbing, friction, sex, masturbation, etc); they also become more obvious during adolescence as they are affected by changes in testosterone levels.
