Can anyone tell me if these bumps are due to ingrown hair, or if it is genital herpes.

I received Oral sex about a month ago, I've been having this issue since last week. I was experiencing some itching and tenderness, just thought it was due to me not having shaved down there and maybe due to dryness. Shaved and the irritation went away, fast forward hair has come back and the irritation started again. So I shaved again and took a look, and this is what I saw. Ive always had issues with having ingrown hair. image
