can be bv is like this?

I have bv and we all know that bv is keep on coming back even it was treated,its was my third time that my bv has come back again,last 9 mos ago was my last checked up but my doctor prescribed oral meds,after that I dont feel itchy in my underneath,now I feel this kind of irritation again,every 2-3 weeks after of my period I experience this kind of feeling,now my concern is my bf complained about his penis that everytime we had sex he has cuts and healed 3 days after, now we are together and we do sex every night,he said that his penis have cuts worse is it was itchy,I take look on it,there a white rash under his umbrella and small cut and on the edge part of his penis that locates at his pubic hair area has cut,,how could that happen that bv is not a transmitted disease but why my bf have this kind of symptoms?can somebody help why he has cuts?
