Can i remove a mole or something from my neck?

It's been here on my neck my whole life, and it looks kida ugly especially now that i played with it unconciously , and its base is very thin, can i just... rip it out?

I don't even know why im worried about it, guess there is a story in my head how you should not remove a mole, or i dont even know what it is, feels just like a piece of skin nothing more.

Am i safe in just ripping it out? Its quite uglyimageimage
