cannot pull back foreskin to below my head. there is a small part that can, I'm guessing from masturbation. Is this bad, what should I do?

You should see an urologist. You may have partial phimosis. Your glans can't be completely exposed, you can't pull back your foreskin completely. Phimosis doesn't only affect kids but also adult uncircumcised men. Good hygiene with warm water, avoiding soap causing irritation and gently cleaning can prevent phimosis in uncircumcised adults. What you can do. You can wait and see if the phimosis goes on its own but if it doesn't improve , you can try some steroid cream. You better see an urologist for a better diagnosis and a better treatment.

Jack, what age are you? I take it you have never been able to fully expose the head / glans of your penis?
What you have is that part of your foreskin is still, or has become attached to the head.
As Infectologia suggests, keep your hygiene right with your penis - if you went to see a Doctor or urologist they may give you a mild steroid to help free-up the skin that is attached.
What you could try yourself is to get some Liquid Coconut Oil and apply a very light coat to the head area of your penis after you have had a warm or hot shower - apply light pressure to the skin of the shaft of your penis by drawing it towards the body, side-to-side, then as far forward as possible without feeling any pain. Do this for a couple of minutes only, then over a period of weeks work towards doing this for 4 to 6 minutes each time.

Jack, I was asking your age because certain conditions can cause this to occur after sexual maturation (puberty, and penile development) is complete.
Please be aware that your penis can continue to develop until you are in your mid-twenties.
In terms of how your foreskin is now, this is a very common issue at you age - as I detailed in my initial response, you can gently encourage the foreskin and head of your penis to separate.
This may take some time - for some separation can happen all of a sudden, for others they will have to persist in gently encouraging them to separate for an extended period of months.
You should never apply excessive pressure to force the two to part, this will happen in its own good time ....

about how long does it take for the problem to fix itself? i have had the same problem for the last 3 years. i am 16 almost 17 now.

Hi, this is a very individual thing - what will be the case for one male may not necessarily be the case for another, so age, is not always a clear cut guide.
I wonder if you have tried anything to help your situation?
The information I gave to Jack will probably apply to most males who are experiencing the sexual maturation process.
However, for some males the foreskin can be attached to the head of the penis, and regardless of what is tried medical intervention is required to help the situation. For this a doctor, or a sexual health professional would assess your personal case, and the first line of approach would be to prescribe a relatively mild steroid ointment that the individual can use in conjunction with doing safe stretches of the penile skin at the top of the penile shaft and with the foreskin itself - if safe to do so.
Do note however, for the vast majority of males who are in the teenage years, gentle stretching carried out in a systematic manner will be sufficient to free-up the foreskin.
For anyone reading this who has a similar problem, you should never force the foreskin to free itself when it is adhered to the head of the penis as the skin can rip-apart and the only way to stop resultant bleeding may be a trip to hospital, where, circumcision may be the only long-term remedy proposed by a surgeon.

Was your foreskin retracted when you were very young? This looks like what happens when boys aren't allowed to let their foreskins part from the glans naturally, usually when parents are wrongly told to "clean under there" by people who should know better. This foreskin is naturally fused to the glans when you're very young and pulling it back forcefully tears them both apart. The glans then fuses to the foreskin which creates problems later as it won't pull back naturally.

no, I highly doubt that is the case. my parents were very diy with me so ive cleaned

You don't have to do anything. They are adhesions of the foreskin on the glans. naturally will let go. Just wait. It's not a health problem.
