I am 25 and I've been having protected sex but I noticed these this morning and I am worried, are those warts? 
I hope someone could help me, I am scared.

I think you might be correct, they certainly look like a collection of small genital warts. You'll still need a doctor to examine you and confirm the diagnosis.

looks like its from shaving (ingrown hairs ) not gentail warts i dont se any skin growths on yr penis
