Can syphilis cause a rash 3+ years later?

I've recently had a persistent rash on my arms and legs. I went to a walk in clinic to have it looked at and they prescribed me a steroidal cream. The nurse/doctor noted after seeing the rash on my hands that it could be syphilis if the cream doesn't work. However I haven't been sexually active in over 3 years. From what I can find syphilis causes a sore within the first 90 days and then a rash within the next 4-10 weeks. This is the first time I've experienced this rash, 3 years after the fact. Am I just an outlier??
