Can this be herpes (pic included)?

Hello,
I'm a 45-year-old male who had a sexual encounter with a woman a little over a month ago (protected vaginal and anal sex but brief unprotected oral on me) . About a week after that, I noticed my penis was tender and sore AFTER urination. there was a small red patch of skin below the urethra that seems to be the culprit, causing the irritation (I've attempted to post a photo here). It tends to become most irritated after I urinate and the urine passes over it. It bothered me for a few weeks so I went to my doctor who said it might be dermatitis, and prescribed steroid cream. The cream seemed to alleviate some of the pain/irritation for a time but not all, and after 8 days on the cream, it's back to feeling like it did before.
There have been no visible lesions or blisters that I can see, only the reddened skin, but I'm concerned it might be herpes. I've read that a initial outbreak can begin with balanitis, which is what I think this looks like, or maybe this is the herpes sore itself? It has persisted with no real change for a little over a month now--does that sound like herpes? I've had an IgG blood test done one month after the encounter, which was negative, but that's too early to know for sure, right? I've got an appointment with a urologist later in the week but would like some opinions from folks here. Thank you.

Man, I'm going nuts over here. This encounter happened on April 2, the symptoms (stinging after urination, irritated redness on the head of my penis) started around April 10. I thought I was starting to feel better yesterday but today the discomfort continues, as does the redness, and some abdominal discomfort/bloating feeling. These symptoms are going on five weeks, still no blisters, and I'm not sure what's going on. Any help out there? Urology appointment later this week can't come soon enough.

Hey man im going through something similar i only had oral sex done on me but i would make sure with a blood test its been a month so there is a really good chance if it is herpes it would bein your blood? IS there any fluid with it? if so the doctors at a walk in or emergency room can do a cotton swab and test that way. Im hoping everything is good for you!!

I had a blood test done about a month after the encounter (I'm around six weeks now) and it was negative for both HSv 1 and 2, but I've also read that may be too early to test for an accurate reading.
I'm going to the urologist tomorrow. i keep noticing "things" changing with my penis (though admittedly I've never studied it this closely before) but haven't seen anything that looks like the classic herpes blister, nor anything containing fluid for a swab. I am losing my mind, though! What are your symptoms?

You had more time than i did i did mine 2 weeks later it said negative too but like you said i read that it could be too early. It also said that it is possible for it be de detected in those times. I feel the same way i feel like i keep noticing things i havent seen before but i havent looked at myself this much before. I posted on the group if you want to check out my post. But im not having any obvious signs but the person i messed with does have it shes on anti viral medicine etc and it was just oral performed on me. I had some tingling and felt like it would get warm and go away not burning or anything. i put some pics up but nothiing super obvious. I had the sex encounter 4/23. I will do another test maybe june 6th or somehting around then
now i think i feel an ache now and again but nothing super obvious.

there was another photo but they didnt put it on i think bc i was erect but that was the only real way to see what i was tryibg to show. i tried uploading it again after shading most of it but what i was trying to show i guess ill see if hey put it up.. i read things can be very mild so idk either
