Can Urethral Stricture Grow Over Time?

I had Urethrotomy done last month. My stricture was not dense at all but I was unable to pee since I also have primary bladder neck obstruction at the age of just 25. Instead of cutting the stricture, the urologist slightly dilated the opposite side of the stricture by dragging the cold knife slightly along a certain length of the penile urethra. That caused a little bit of scarring on healthy tissues of the urethra. My question is will that scarring grow over time?
