Cervical spine issue? Or pinched nerve?

Hi all. I have been having symptoms that come and go, but when they come they aren't at all fun. Sometimes I get a sensation in my upper spine/below neck, like a numb feeling but I can feel when I touch there. Sometimes it feels like a nerve shaking there or something, and sometimes that feeling will go into my arm. Where the sensation is in my upper spine/below neck, I felt there last month and there was a small "lump" but it felt like it was under my skin. I went to my doctor and she said I had a blackhead there so she cut it out. The lump is still there but is much smaller. Whatever this is, I believe is also causing neck problems for me because I have a sensation that goes from there and through my head (in my scalp) so when I raise my eyebrows, I have a jumpy/pull feeling in my scalp, and massaging the back of my neck makes that go away. But sometimes massaging it or putting pressure there makes me a little dizzy. And sometimes even just scratching my head will make me a little dizzy. I'm seeing an ENT in June (was going sooner but corona...) because my doctor thinks I have an inner ear issue, so could that maybe cause the neck problems to worsen or just make me feel worse?
