Chronic Swelling (bulb-like) Under Corner of Eyes?

I'm a 26 y/o male, relatively healthy. Starting about 3 years ago I began to get this swelling under the inner-corner of my eyes. I'll link a photo with arrows pointing at the swelling. The skin where the swelling is, discolored (and slightly shiny in the photo). It doesn't cause me any pain, but it's really ugly and sometimes it swells a little more than other times and then it becomes much more obvious. If I get poor sleep then the swellings become very obvious. Doctor didn't know what they were, I asked my ENT if it was from allergies and he wasn't entirely sure. I just want to know what they are. I've never met anyone on this planet who has these swellings in the corner under their eyes. Any information would be greatly appreciated. Thank you.

History:

Tonsillectomy, adenoidectomy, deviated septum surgery, had some cysts removed from my sinus during septum surgery, allergies to pollens/grasses/nuts/some feathers, all wisdom teeth removed.

    Hi I would ask your dr for a referral to a dermatologist or a plasticsurgeon. Theymaydecidetoremove this. If theydodon't worry. I had a lentigo removed fromundernetah myleft eeye and it was done by a plastic surgeon under local anaestheticin hospital. I was glad to be rid of the damn thing. It was non malignant.

      I saw one dermatologist and he was very old and very rude. He wanted to slice off a sample and have it tested. I said no thanks and ran away as fast as I could. My insurance is also about to end since I just turned 26, and I don't think I could afford to see a plastic surgeon. Maybe when my financial situation changes I will try to meet with one or both of those specialists.
