Clear/skin coloured spots on penis, what is this?

I've had these spots for over a month now. They do not itch, burn, hurt or anything. The day I did notice them I shaved the during the morning in a hurry without cleaning the shaver, had sex early in the night but noticed these spots later in the night when I showered. I've had the same partner for 7 months and have had unprotected sex for the past 5 months with no issues

after some time they faded and became skin colored

recent photo. the one on the right is raised after worrying and squeezing at it. a very very small white head came out of it as they seem to have small white centers.

I've been to the doctor and she said it doesn't seem like anything and to use a mild soap but did a herpes test to rule it out anyways. I am currently awaiting results but HIV negative. my partner was also tested.

It's only in one area and no additional spots have developed. My partner doesn't have any visible issues but I am very worried.
