Cold/ice sensation shoulders and arms.

My 84 year old mother has a diagnosis of idiopathic neuropathy.  She tolerates the pins and needles feeling and the numbness in her lower legs and feet quite well but she has been suffering quite a lot with this false cold sensation on the back of her head, shoulders, arms and hands.  There's nothing she seems able to do to get comfortable.  She wraps up in blankets and her body temp. is warm except in this area.  Does anyone else have this symptom?  It makes it so hard for her to relax and be comfortable.  She also has sweating in addition to the coldness.
