Are you an active sports person, or take more than 1 shower a day, or are in a situation where you are sweating a great deal in the groin region? Check your perineum (between anus and balls) for slight white discoloration of the skin?
If you are in the UK, we have had a great deal of hot weather for an extended period of time this summer. Perhaps you are in a hot humid situation where you cannot wear loose fitting casual clothing, at work, for example? Don't forget you can easily neglect to check whether you have an adverse build-up of sweat in that area - obviously you need to achieve the right kinds of clothing to help you keep dry in the groin region ...

It sounds like you have an adverse dermatological reaction going on with the skin in the area of your perineum. Reaction to too much shower gel, etc.? Perhaps you do sweat more in that region than you realise?
Have you tried any remedial application in the area? Perhaps something like a mild skin cream / lotion or moisturiser. Nivea do a good range of stuff, particularly for the typical 'tougher' male skin types.
I forgot to ask, do you shave all of your pubic hair off at all? Obviously, particularly in the area between anus and balls, or perhaps even, you part shave your pubes elsewhere?
