I have HSV1 im pretty sure i gave my partner HSV1 as well. is a genital herpes outbreak of HSV 1 considered genital herpes and will she have more outbreaks in that area without outside contact from say my mouth

You answered yourself in your question, if she has hsv1 in her genital area then yes its genital herpes. Ghsv1 typically has less shedding than Ghsv2 so she will probably only have 1-2 outbreaks a year, though thats averaging and not applicable to everyone.
