Confused over recent mri of previous surgery site

Hi everyone

In June 2018 i had surgery at C6/7 to remove bone spurs and relieve compression. i had a disc removed and cage fusion carried out. i recovered well. Fast forward to this year and the dead arm feeling, nerve pain in hands and neck returned.

I had a MRI in September. Today i received the results. bulging disc at c6/7. no compression can be seen however it's touching the spinal cord. they commented it could be artifact from previous surgery but unlikely and he thinks it's bone. im confused! can bone spurs return and causes bulging disc to touch the spinal cord?? anyone had similar? im now awaiting a plain xray and ct scan .
