Could delay have caused cp

My daughter born at 33 weeks has cp
My wife and I were told at 11:00am that baby was in distress and she was not dilevered till 4:05 pm could this delay have been a cause for her having cp

we are too beginning an official investigation into Elmo's birth who also showed signs of stress a couple of hours before birth and although he is a full term baby he has a lot of problems due to his still birth and 20mins of reanimation and who knows how long he was with stress in the belly cause of the knot in the ubical cord. Although there might be a lot of opinions and it might be difficult to prove the mistake I feel that I owe it to myself, to Elmo as well as to future births to have another insight to this birth. If there is smth proven it will support us as a family and also my sons better quality of life as well as his therapies that we would like to try for him without thinking about where could we get the money from since we could never afford them. This is anyway smth for the future but for the present this act has helped at least my husband to put his aggression due to the incident into a creative direction of searching for answers. we are in a difficult situation which came from nowhere and we need all the support we can get.
