Could this be herpes?

So, the past week or so my folds of my vagina have been itchy. It feels exactly like a yeast infection, except with no discharge. I have been using vagisil and it helps temporarily but the itch won't go away. I have an appointment with my OBGYN on Wednesday, but I'd like more advice before then. I noticed some tiny bumps on my vagina, and I'd appreciate some opinions on what they could be. They don't burn or hurt, they're just really itchy. Photos attached in comments.

Also, the redness on my lips is very normal for me. My cycle just ended, and the pads always tend to rub at my skin and irritate it after wearing them a few days.
