I shaved a few days ago and devloped a painful bump.
it doesnt seem to have pus or be able to pop it. i have tested 20 weeks since last having a sexual encounter. i am negative using IGG test at 20 weeks for HSV-2.
what could this be?

Looks like something you got from shaving, maybe an ingrown hair. Doesn't look like a STD but you can always get a full STD screen if you've been sexually active and you're worried.
