Could this be herpes or something else?

Not sure if this could be herpes but not completely convinced it isn't. 38 male with only STD history of Chlamydia last year and chronic pelvic pain/prostatitis (might be a factor)

I don't think I've had this kind of sore in my pubic area but not saying I haven't before and just didn't notice. I've had folliculitis and pimples before that have hurt but this is different.

A little backstory: back in February I did have a suspected outbreak (primary Dr wasn't 100% sure that it was but they suspected), where I had 5 absolute tiny red bumps(red little bumps ~.5mm with small red inflammed skin around them) that popped up on the area between my belly button and at the start of my pubic hair, and 1 tiny one on my penis head. I noticed them 2-3 days after having unprotected sex with my girlfriend at the time (she's never had symptoms and never noticed bumps or sores). They never ulcerated like I've seen typical herpes lesions do and I didn't notice them pop/burst and leak fluid and they never had any hollowed appearance and scabbing, the skin just looked dry and peeled a bit around them, and they kinda just faded away after 2-3 weeks , but I did experience general burning pain in my skin, and pelvic area, and itching like I am experiencing now, almost 4 months later. The burning pain and itching was not on the sores themselves but the skin on the right side of my pubic/pelvic area and itching was my scrotum and where the scrotum meets the pubic area, as well as the fold/area between my leg and pubic area.

This sore looks very different than the ones I had in February and I'm not sure if they're related and its herpes, or if its maybe folliculitis or some other skin condition. I've had a burning feeling in my skin, around the area where my underwear band touches, and around the sore itself, like an L shape, as well as burning on the opposite side where there isn't any visible sores, and I've had bad itching right where my scrotum starts, and my penis shaft as well (itching for first 2-3 days or so but it subsided, and no sores on my penis or anywhere else).The redness started about 7-8 days ago, which was proceeded with the intense itching burning pain around the area, but not the actual sore itself. Then 1-2 days later the sore started to grow a bit and its been in this current state for 4-5 days now. The itching still occurred after the sore became more rounded and the pain has subsided a bit, but it does come back in waves, especially if I touch the area around the sore. There's also some redness in my skin in the middle of my pubic area that hasn't turned into an ulcer, but I added a photo of it if it's related.

Sorry for the long story but I felt it better to included details to help figure out what this could be. I did have an STD test done in November (negative for everything but no herpes test was performed), and I just did another one 2 days ago, including a blood test for herpes 1 and 2, so hopefully that will be more definitive.     Just posting an update/resolution. Confirmed not herpes. No antibodies detected (both HSV1/2) and primary Dr also confirmed it's not. Might be pubic lice, folliculitis (but not responding to mupirocin ointment) or similar irritation.

    This wouldn't have been a new infection since I haven't had sex since roughly March.

    Just strange because of all the itching, especially on my genitals, plus pain in my pubic area, but that could be because of my chronic prostatitis.

    Get a blood tests for HSV-1 and HSV-2 that detect IgG antibodies only after 90 days (3 months) after your last exposure... it will be more definitive...
