I suggest you try to seek specialist medical advice using an entirely different route to that which you have tried so far. You may need to ask around, or do some searches on the internet for the area in which you live.
Here in the UK, if we have any concerns relating to our genitalia we can access specialist sexual health consultants even if our condition may not be as a result of sexual activity, for example. You need to find the right medical professional to give you the right level of assurance that either your penile cancer concern is unfounded, or, to otherwise get you to the right treatment for what it is you have going on.
Have you seen your regular Doctor to get advice? If you have already and they are not reassuring you, then, perhaps you need to see a different Doctor and emphasise that this is causing you a great deal of concern. Good Luck - W.D.
