That looks like the aftermath of an infection, possibly a boil in the skin. The pus has discharged and just the crater is left. If that is on your breast you should see a doctor.
You have some infection in the skin around the crater as well. If you have had this for some time and its getting worse see your doctor who may give you antibiotics. If the redness starts to spread then definitely see your doctor.
If its on your arm or leg you could try just keeping it clean and open to the air to dry it up. Dont pick at it...
