Cysts and white spots not going away, I'm not sure what this is anymore, please help!

I've looked into this and It may be smegma, but... I have had it for at least one year now and it's not going away and I read that smegma is meant to go away in just a few days, I wash my glands and under every morning, for the past year at least, and it's not going away, could this be something with my daily activities? Is it being replenished somehow? Thank you so much for any help
