What age are you? Penis colour does change over time. It is thin skin and loses elasticity and collagen.
It doesn't appear medically significant unless you have any other symptoms?

What you may have is the beginnings of Seborrheic Dermatitis - this most often effects the scalp and forehead, but it is also quite common on other areas of the body such as the penis.
Keep your penis away from hot water, do not apply any soaps or other forms of body wash such as shower gel anywhere in the groin region including your penis, obviously.
When you shower try to avoid soap or shower gel and stuff draining onto your penis, or at least use warm running shower water to regularly rinse your genital region. Always finish your shower by rinsing your groin region thoroughly.
Just as important is how you dry your entire groin region - ensure NO MOISTURE remains anywhere in your groin, carefully dry your entire penile skin, pat the area dry first then if you feel no damage is occurring you can rub it dry with a different part of the towel.
Towels are really important - it should ONLY be a towel that YOU alone use - after a shower you can dry the main part of your body and groin with another towel. Then, using a clean dry towel that only you would use in future carefully dry all of your penile skin.
Whatever you actually have it may have developed if there is regular moisture in the area, such as, not drying thoroughly after a shower, or perhaps you regularly wear clothing that encourages sweat.
If you are a sporting or physically active person, do regular training, or gym workout controlling sweat may be the issue. Simply, regular showers following my guidance - the other ESSENTIAL is that you must wear fresh shorts for EVERY session to control sweat - should this be the case for you.
If it does develop further you may need to see a dermatologist to get the correct topical application to treat it - hopefully what I suggest would help prevent it developing further.
When masturbating try to avoid any form of lube and I would certainly suggest avoiding any form of skin cream, lotion or moisturiser ......
