Darkish lump under my penis near the head. What should I do? Picture included.

Hello, Just today I discovered a darkish lumpish type of thing, just under the head of penis. When I twist my penis around to get a better look at it, it becomes more apparent. It is soft, not painful and flattens out quite easily too. I think it might just be a vein, but am not sure.

Any recommendations on what to do will be appreciated!image
