I have these all over the end of my foreskin too. These spots are known as fordyce spots, I have them in the area on your picture (but I have more..) They are also down my penis and all over my scrotum, they are enlarged oil glands.
I recently showed my doctor the ones you have pictured and he said they're just spots nothing to worry about. What I showed the doctor was EXACTLY the same spots you have pictured.
I do have lots of pain however, which effects my penis, balls, arse, etc.. but all of the pain is unrelated to the spots.

As for getting rid of them I don't think you can other than having them lasered off, I tried different creams & oils but nothing made the slightest difference but some creams have worked for others, so it's worth a shot.
Hope this helps, and don't get depressed over this, life get's A LOT worse. I was 15 when these first started to crop up, they popped up quickly (over a couple of months) I am 19 now and they are still the exact same as they were when they started to take over my foreskin.

Yeah they are nothing to worry about and I think they're common. As I said I showed my doctor the exact same spots and he dismissed them within seconds, if you're still worried about them it'd be best to talk to a GP about them.
