Diagnosed with Balanitis but urethra is red and swollen

Hello everyone,

On Sep 30th I had a redness on my glans. I went to the doctor and they said it was Balanitis. It was only a rash, there was no burning, itching, swelling, or anything else. I wouldn't even know it was there without seeing it. I've seen the rash before but it only started this year and it would be gone the next day. This one persisted for a few days. They gave me Ketoconazole to use for 14 days. A few days after starting it the tip of my urethra got really red and swollen.

I was able to urinate normally. No pain or discomfort, no burning or anything either. Just really red, swollen, and sensitive to any touch. I went back to the doctor, they said no bacteria was in my urine but they gave Doxycycline for 7 days. Then a few days later again the rash came back so I went back again.

This time they said my glans wasn't that red and it doesn't seem anything I should worry too much about. They gave me Mupirocin to put on the tip for 5 days.

I was tested for Gonorrhea, Chlamydia, and Trich and they all came back negative as well.

I guess I'm just wondering if anyone knows why the rash goes away and comes back? The bigger issue is my urethra, I don't know what is going on with that. It started one day after sex a few months ago, but it was only 1 time and it was normal the next day. Now it started being inflamed after the Ketoconazole and it's everyday. It feels better and looks more pink for a while after I use the Mupirocin but if there is any masturbation it gets puffy again so I've been holding off for about 4 days so far.

The sex was with my long term girlfriend and it was without a condom.

Hope there is enough info here. Let me know if I can add anything else.
