Difficulties urinating and experiencing whole body inflammation. Anyone with similar issues?

My mother, 56 years old, has been experiencing urination issues for years now. Somedays she can't urinate at all without using urination drugs. And even with this medication she urinates often but very little, mostly just dribbling. The days when her urinating is worse she experiences inflammation on her whole body. She can add on about 4-5 kg overnight and is just visibly inflammated (imagine the human version of a blowfish). She doesn't have any redness or itching, just inflammation on her hands, feet, face, and stomach. She has had a pet-ct done and she doesn't have any malignant illnesses. She had her kidneys checked and also allergy tests done. Her blood work and everything else turns out fine. She's been to many different doctors throughout the years and still no diagnosis.

She is scheduled to have a cystoscopy in the chance that her urinary canals are blocked.

Has anyone had a similar case? What was your diagnosis?
