Discolored blotches around outsides of eyes

This started about 4 years ago around my left eye, with a slightly brownish/off-color ring on the outside of my eyes, accompanied by some wrinkles. Then a few weeks ago, the same off-color ring started to appear on the outside of my right eye. I've included photos of both eyes:

The severity of how they look depends on the lighting. They're really just two blotches that don't look normal around the outsides of both eyes. I've taken Oracea for dermatitis/Rosacea since July 2016...I recently decreased my dosage from daily to every other day, with no side effects or return of skin irritation.

These blotches don't seem related to the Oracea treatment I've been doing, and as I said, the original condition started under my left eye about 4 years ago, so I doubt dropping the dosage from daily to every-other-day had the effect. Any ideas would be helpful.

    Just to be clear...these aren't the typical rings/bags under my eyes...they're a slightly different color, and the edges of the blotches are irregular.

    I'm 41, btw, and have hayfever allergies but never had eye discoloration like this.
