Discolored raised skin patch on penis. Doesn’t itch

I am a 41 year old male. recently diagnosed with genital warts and had them all electrocauterized. No risky acts for several months but i did start using latex condoms. i recently developed this slightly raised whitish patch on my penis. the skin is dry and flaky and i think there is a small microscopic crack in the middle. it doesnt itch or hurt at all but i am really worried. when erect, it becomes invisible. even a small amount of stretching of the skin makes it blend into the background. i was tested negative for syphilis, hiv, chlamidya, gonorrhea. can this be latex/condom ring allergy ? something else ?image
