Hi I'd have it checked with your doctor if you haven't already it could possibly be lichen sclerosus

Yes, I have checked with my doctor. He said that it was a fungal infection and gave me cream but it hasn't worked

You need to go back to your doctor then if it hasn't worked for you. it can be quite hard to resolve a fungal infection sometimes it can take a while you might also need a stronger treatment. Or he may refer you to a specialist.

this is not fungal, sorry bro but it looks just like balanitis xerotica obliterans, your glans is already fusing. basically the only thing you can do at this point is get a circumsision. you also don't have a frenulum, has that always been a thing or recently?

Absolutely not fungal. Call your doctor and advise him to change his job.
This is lichen sclerosus also called bxo. At this point, as already suggested by someone, you HAVE TO GET A CIRCUMCISION, do a biopsy on the removed part of skin just to have a confirm by the biopsy.
more over you have to use an ultra-potent steroid cream on the affected part.
