Do I need a smear test if Virgin but on birth control?

I'm on birth control to help with hormone imbalance (I have pcos and heavy periods). I've never been sexually active. I saw a gynaecologist for an unrelated issue, and she knew I was on the pill and she said it was ok not to have smear tests. My sister, who is married and has a child, has just had treatment for abnormal cells. I'm just wondering if, because of that fact and because I'm on the pill, should I have a smear test, even if I'm a Virgin?

No, no need for a pap test, especially if you are below 25 years of age. From that point on, you could have one just in the odd case that there is any cellular changes that are unrelated to sexual activity.
Your sister's situation is not relevant to your risk. She was sexually active and been pregnant and delivered. Those 3 facors are important. Your birth control pill, not so much. You would be wise to have occasional gyn check-ups with ultrasound of uterus and ovaries, but there is very little cause for concern for your cervix.

No, you don't need smear tests, because if you've never had sex, you cannot get sexually transmitted infections on your cervix. Cervical cancer is caused by the HPV virus, and without this you can't get this cancer.
