u should not apply anything to the penis soap and shampoo conditioner should not be used as a lubricant conditioner is for the hair not the penis i advise u buy a water based lubricant as they are the gentlest on the skin you have probably just irritated the skin

As Kim suggests, you need to exclude anything that is detergent based from even getting onto the sensitive skin of the head / glans and foreskin of your penis.
Wash with water only, spend time rinsing your entire groin region at the end of a shower, make sure to completely dry the entire groin region, particularly around the tip of the penis and behind the foreskin. It may take quite sometime for your penis to start looking as you may have remembered it from years ago, certainly 3 or 4 months + of doing all the good stuff is not unusual.
For masturbation the best thing to use is a light coating of good quality Coconut Oil that is for use on the skin, rather than hair. If you want to hydrate the skin regularly, and I would wait 4 or 5 months until your penile skin has recovered, again the Coconut Oil is good for this, with the other good natural product being SHEA butter - I would suggest applying a light coat of either 2 or 3 times a week after you have showered and fully dried yourself.

What? Do you mean oral sex as your skin is now? Or, after it has recovered?
The whole issue with oral sex is that many people falsely believe it is relatively safe, when quite the opposite is true as many STD/STI 's are transmitted orally.
So, in terms of being 'safe' the only thing this is completely safe is no oral sex. Then, if you have a long-term partner that has had no sex with anyone else, that is relatively safe. You can also use barrier methods for oral, such as you using a condom to receive. But if you mean having oral with someone you do not know the exact sexual history of, or someone you have not met yet, then that is highly unsafe.
